The City of Tampere


The City of Tampere has been determined in their efforts to produce comprehensive and high-quality spatial data services. During 2011 and 2012, many services were launched that are used by a large number of city residents and companies. The city uses spatial web services for several different purposes varying from official use to open data. In order to further develop the quality of these services, the City of Tampere was actively searching for a service-level monitoring solution. In addition, they wanted to have a visibility on the usage of their services in order to optimise their resources between different datasets. It is also important for them to know the number of requests their services can handle in a constantly growing and evolving environment.


Tampere was introduced to Spatineo Monitor, the service-level monitoring and usage analytics tool for spatial web services, in the annual meeting of the INSPIRE Network in 2012. During Fall 2012, test use was implemented, and the City of Tampere became convinced that the solution meets their needs. The production use began at the beginning of 2013. To verify the performance of their spatial web services, Tampere later complemented their quality assurance tools by taking Spatineo Performance into use in Autumn 2014.


To maintain continuous quality of service, it is important for Tampere to know if their services fail or slow down. With the help of Spatineo Monitor, the City of Tampere can monitor the availability and response time of their spatial data services in real time as well as continuously identify bottlenecks and areas for improvement. A part of the service availability information is also published to the users. By seeing the user amounts of different datasets via Spatineo Monitor, Tampere can focus their development resources on the most used datasets and services. They also report the usage and utilisation rate of their services to the management and EU INSPIRE committee. Spatineo Performance helps the City Tampere to identify the performance limits of their services in a constantly growing and evolving environment. This way we can ensure that the service capacity is sufficient to meet future needs.

The City of Hyvinkää


Since the Spring 2014, the City of Hyvinkää has used a WMS API both in the internal and external data delivery of the city. All the spatial data of the internet map service of the city is freely available for viewing through the WMS API, including the base map and guide map of the city. Due to the wide use of spatial data in their operations, Hyvinkää was in a search of a solution that enables them to easily monitor the usage and assure the quality of their spatial APIs.


The City of Hyvinkää took Spatineo Monitor into use in the Autumn of 2014. With Spatineo Monitor, Hyvinkää gets realistic monitoring data on the availability, quality and usage of their spatial APIs.


With the real-time monitoring data, the City of Hyvinkää can ensure that their services are working as expected. They also get information on the response times which reveals if the service slows down. Possible deviations can be easily pinpointed. Spatineo Monitor automatically runs the official INSPIRE report required by the European Commission annually which saves working time used to produce the report. In addition to technical monitoring, Hyvinkää gets detailed information on the users of their services, such as what are the request amounts for different datasets, who are using the service and from where.
